Supplementing the continuous review process which is part of regulatory supervision, nuclear power plants must undergo regular safety reviews, the aim being to assess their current standard of safety and physical protection. The basic safety and protection strategy and the interaction of various safety-relevant systems are assessed against current standards. The reviews consist of three elements:

  • a deterministic safety analysis,
  • a probabilistic safety analysis (PSA),
  • a deterministic analysis of the physical protection of the installation.

In order to ensure that safety reviews are conducted in a uniform manner across Germany, the Federal Government and the Länder concerned have produced joint guidelines as a basis for implementation:
